EE assaulted at Nirjuli

ITANAGAR, June 9: In yet another incident of attack on government officials, Ajay Murtem, Executive Engineer Power department, Nirjuli division was assaulted by a group of people this evening. According to the police sources, the incident took place around 5.15pm in the evening.

The group was allegedly led by one Tana Tamar of Doimukh. “Seven boys came to the office of the Executive Engineer around 5pm. After an argument broke out over a work order issue, the group assaulted the EE. They also ransacked the office and damaged the infrastructure,” informed an employee of Nirjuli Power Department. The injured EE was taken to Arunachal State Hospital Naharlagun for treatment. An FIR has been lodged against all the accused at Nirjuli police station.

 

ANYA factions comes under one umbrella

ITANAGAR, June 8: The long-pending factional problem of All Nyishi Youth Association (ANYA) has ended. It was informed by former ANYA president Bamang Taji at a press conference yesterday. Addressing media persons, Taji informed that some additions/changes made in the bye-laws of ANYA by Nyishi Elite Society (NES) two months before the election cum conference of the association (ANYA) that too without any consultation with the sitting president of ANYA led to misunderstanding within the association that split ANYA into two factions.

Though NES is the parent body of three major Nyishi associations, namely ANYA, Nyishi Niayam Acham (NNA), All Nishi Students’ Union (ANSU) each organisation has its own bye-laws, system and jurisdiction, Taji said.

He also clarified that Biri Kakum is the president of ANYA, which will work for the welfare of Nyishi youths and its community in general.

Taji appealed NES to lead and guide all the three major Nyishi associations properly and systematically as a parent body without crossing its limit as every organisation has its own bye-laws and working system.

Meanwhile, ANYA president Biri Kakum thanked the Governor J P Rajkhowa for his immediate action on the Behali incident and also expressed gratitude to the Union Minister Kiren Rijiju for his immediate intervention in the incident.

 

JAC seeks Governor’s intervention on alleged financial mismanagement

ITANAGAR, June 9: The Joint Action Committee (JAC), a conglomeration of some associations, unions and civil societies of the state in a memorandum to the Governor has sought his intervention under Article 371(H) on the alleged financial mismanagement by the state Govt.

Giving a seven days ultimatum in its memorandum, the JAC demanded immediate recommendation of President's Rule in the state, resignation of the Chief Minister and CBI enquiry into the whole gamut of alleged financial mismanagement.

“It is crystal clear that state government is not in a position to release employees salaries, pensions, student's stipend and all developmental projects are halted, the JAC claimed”. It further alleged that repeated suspension of government transaction by RBI for the last three consecutive financial years has brought welfare programmes of the state into a stagnant economic position.

 

Special NSS camp inaugurated

PASIGHAT, June  9: A seven-day special NSS camp was inaugurated by Dr A K Pandey, Dean, College of Horticulture and Forestry, CAU, Pasighat at Takilalung village, East Siang district on June 7th. The Takilalung village was adopted under Adarsh Sansad Gram Yojna. Around sixty five NSS volunteers are participating in the camp which is being organised by the National Service Scheme (NSS) Unit of College of Horticulture and Forestry with the theme “Swachha Bharat and Swastha Bharat”.

In his inaugural speech, Dr A. K. Pandey asked the NSS volunteers to work with sincerity and take up the burning issues along with villagers. Krishna S. Tomar, NSS Programme Officer, highlighted the activities of seven days which include plantation, cleaning of drains and streets of village, mushroom cultivation, soil testing, vermi-composting and rain water harvesting.

While visiting the camp on the second day, Lok Sabha MP Ninong Ering appreciated the volunteers for their  activities. He asked the youth to mingle with other fellow students of the state to learn their culture, food habit and social issues. He hoped that the camp will bring new sense of responsibility among the youth towards the nation.

ITANAGAR, June 9: The State Bharatiya Janata Party Yuva Morcha conducted a youth interaction programme to mark Narendra Modi led Government’s one year in power at the Centre here today.

Training programme concludes

ITANAGAR, June 9: The three week long Capacity Building Training Programme of Weaving Clothes and one week Pickle Making Training under Border Area Development Programme (BADP) Blocks of East Kameng district concluded on June 6 at the auditorium of Govt.KGBV School, Bameng. The training programme was sponsored by the Department of Skill Development and Employment Generation, GoAP and organised by Manghi Welfare Society.

Addressing at the valedictory function, BG Sonam ZPM Bameng called on the participants to make full benefit of the training and be self-reliant.

Medical Officer PHC Bameng Dr. Risso Yani also spoke on the occasion.

The trainees were given certificates along with tool kits and raw materials.

Road diverted

ITANAGAR June 9: The RCC bridge connecting R K Mission Hospital to PWD, Division B office at Senki Park has developed some serious technical problem due to heavy rains and flash flood during the last one week. The Executive Engineer, Capital Division, PWD has advised that movement of vehicles over the bridge should be totally stopped immediately. The department suggested  that route from Nitivihar to Senki Park via Abotani Bridge point or back side of CM bungalow road to Division-B office Senki Park be used.

 

Union opposes DDSE’s  joining at West Kameng

ITANAGAR, June 9: Barely weeks after, Deputy Director of School Education (DDSE) Tomi Doke found himself in the middle of a controversy as Aalo based organisations alleged him misappropriation of government funds, All West Kameng Students’ Union (AWKSU) today strongly opposed Tomi Doke from joining West Kameng DDSE. In a letter addressed to the Chief Minister, AWKSU stated that the union is opposing Doke’s joining at Bomdila on ground of corruption charges against him and SIT investigation over his alleged embezzlement of govt funds. The union also expressed displeasure over the authority for posting an officer who had been suspended once on corruption charge. The district students union further appealed to the Chief Minister to take prompt action and stated of resorting to agitation if it failed to do so.

 

Committee defends leader of opposition

ITANAGAR, June 9: Reacting to the press statement given by All Bori Students Union in which the union had criticised the leader of opposition in the state Legislative Assembly Tamiyo Taga, Kaying Payum Area Development Committee (KPADC) today defended Taga terming him as a national ranked public leader. In a statement, the committee stated that no politician of his age can point fingers at him in any matter of corruption. Flaying the students union, it further said that Taga has done a lot for the state though his whole political career was in opposition and lack of interest and misuse of centrally sponsored schemes doesn’t arise, it added.

 

Compensation sought

ITANAGAR, June 9: Claiming that the houses of Nabam Naga and Techi Kagung at D-sector, Nirjuli got completely washed away on the midnight of June 6 last due to torrential rain damaging properties worth lakhs of rupees, the All Sagalee Employees’ Forum has appealed to the Papum Pare district administration to compensate the flood victims.

 

ANDSU disowns statement

ITANAGAR, June 9: All Namsai District Students' Union (ANDSU) has disowned the news item regarding illegal timber operation in Namsai which was published in this daily based on a press release issued in the name of the association.

The association claimed that the said press release was issued forging signature and letterhead of the union by some unscrupulous person.

The association said that it never approached this daily for releasing such press release which contains false information.

We are monitoring the activities of the district very closely and no illegalities with respect to illegal timber operation in large scale have been observed, the union said.

“However, we do not rule out minor cases of illegal timber operation but are working jointly with the Forest department to stop the illegalities, if any,” the release added.

 

Training on house wiring

YINGKIONG, June 9: A training (capacity building) programme on house wiring, maintenance and repairing etc. under Border Area Development Programme (BADP) was conducted here recently.

ZCS win, LBSC, ASSC reach quarters

ITANAGAR, Jun 09: Zamra Club Siiro (ZCS) defeated newcomer Kensang Football Club (KFC) 3-1 in a ‘Group-B’ league level match in the 48th Dree Football tournament at Dree Ground today.

Budi Taker (2 goals) and Tapi Koyang were the scorers of ZCS. Tallo Chobing of KFC scored the consolation goal for KFC).

In another match of the day, Python Club Hija (PCH) lost 0-3 to Laji Bogia Sporting Club (LBSC) in a do or die Group-C match.

After a barren first half, LBSC completely dominated the entire proceeding in the second half and scored three goals. Lod Gyute opened the account for his club in 38th minutes while Khoda Tam added two more goals in 68th and 70th minutes.

With today’s win, Laji Bogia Sporting Club along with All Salang Sports Club entered into quarterfinals from ‘Group-C’.

 

Achie Takar held 2-2 by Ayo Danyi in Dree Football

ITANAGAR, Jun 09: Achie Takar and Ayo Danyi played out 2-2 draw in the opening match of the Dree Football Tournament-2015 played at Pasighat recently.

Despite unfavourable weather and water logging of the field, both the team played aggressively throughout the match.

Achie Takar team was leading Ayo Danyi 2-0 at half time with goals from Millo Kado and Millo Nyikang.

Taru Delyang and Hibu Tama of Ayo Danyi scored one goal each in the second half to restore parity (2-2).

Capital schools to shut, DA cautions

ITANAGAR, June 9: Two people have lost their lives in Vivek Vihar Itanagar due to landslide on June 9.

The deceased has been identified as Shankar Rai aged about 45 years and his 10 years old daughter Jyoti Rai.

Rai’s wife Maya and their 7 year old son Anil are admitted in R.K Mission Hospital with injuries.

The Chief Minister has expressed his deep condolences to the bereaved family and announced an ex-gratia of Rs 4.00 lakhs each for the deceased and assistance to injured persons.

According to a message from the Department of Disaster Management, there will be heavy to very heavy rainfall in Arunachal Pradesh till 13th June.

Meanwhile, the Government of Arunachal Pradesh has decided to close all schools within Capital Complex upto Banderdewa between 10th to 13th June. However, all colleges shall remain open as usual.

The Capital Complex Deputy Commissioner Mige Kamki has cautioned the citizens not to venture into landslide areas, jungle and riverside. He further cautioned all those who reside near landslide zones, river bed, flood path near river, stream, nallahs to remain in alert or shift to safer location temporarily during rainy season to avoid loss of lives and properties.

Constant rains also caused extensive damage to sectors roads, culverts, protection walls, drainage systems etc in Capital region.

The Donyi Polo Vidya Bhawan road has been completely washed away by rain-triggered landslides causing road blockade. The culvert and drains on the roads were also damaged which need immediate repair, informed IMC Councilor (Ward No. 17). He said that due to non-plying of all types of vehicles, including school buses, the public and students have been facing great problems. He urged the government and department concerned to provide fund for immediate restoration of the road.

The culvert on road that connects Div.-IV with Lobi etc. also collapsed due to excessive rainfall causing great communication problem. The under-construction road full of mud and water virtually turned into hell causing untold miseries to the residents of Ward No 7, informed Senki Valley Welfare Committee.  It demanded the authority concerned for early restoration of road connectivity and completion of the road widening works for convenience of public.

At Biological Park, the compound wall and ring road were damaged on June 4. A residential house was also damaged by the boundary collapse, informed All Lorr Bath Youth Association.

Alleging use of below par materials and poor construction work for premature collapse of the boundary wall, the association appealed to conduct an inquiry into the collapse of one-year-old wall.

UPPER SIANG: Yingkiong, the district headquarter of Upper Siang is cut off from rest of the country since the last 48 hours. The BRTF road between Yingkiong and Geku Administrative HQ is blocked at main points.

Due to continuous rain, the restoration works have been hampered.

It is also reported that Mariyang-Pasighat road has been blocked by heavy landslides in many places because of the heavy rain. As a result people of Upper Siang District are facing problems in various fronts.

Meanwhile people of the district are not satisfied with the road maintenance work of the BRTF from Dite-Dime to Yingkiong and Dite-Dime to Tuting. The past glory of the BRTF have faded away since the last ten years despite sufficient funds from the Govt. of India. (DIPRO)

ANINI: Dibang Valley District remains cut off from rest of the state since last the five days due to torrential rainfall and flash floods which has triggered landslides at various locations.

ANJAW: Seti bridge between Hawai-Walong have been washed away on June 8 causing complete disruption of road to Walong and Kibithoo from Hawai. Road communication is yet to be restored between Tezu-Hawai.

PAGLAM: The flood situation in Paglam continues to be grim as the entire village is under water. Nearly 200 houses in the area have been affected. Overflowing Dotung river is creating havoc in the area.

RUKSIN: Incessant rain in Siang Valley has paralysed the life in the region for fifth day today. Torrential rain in the region has damaged horticultural gardens, fish ponds and water pipelines in different parts of the district. Surging water of Ngorlung, Silley and Oyan rivers are eroding trees, bamboo grooves and cropland.

Ruksin ADC office, forest range office and forest colony, Tax & Excise office, agriculture office and Ruksin police station and Police colony, PWD IB are under water. The local administration today engaged man and machine to clear the natural drain aside the NH-52 to push out the clogged water. The region has witnessed sufficient rainfall during the last two months. Pasighat Water Resource Division has recorded 15 rain days during April, while it counted 18 rain days during last month.

PASIGHAT: Mebo MLA Lombo Tayeng has requested officers to be vigilant intensifying monitoring system to save human lives and properties. He has addressing an emergency meeting in the wake of grim flood situation in the Mebo area.

He asked the Engineers of Power (Elect) department to restore power and water supply in the area on priorities. Power and water supplies have been disrupted as an LT tower near Siku River has been washed away and water pipelines were damaged at several locations.

MLA informed that the incessant rain washed away the guide bund constructed by BRTF and severely damaged the approach road to the Siku Bridge. The heavy showers also badly damaged Kadang Bridge and washed away the bridge over Sisiri River near Seram.

AALO: West Siang district administration has asked people to stay alert to cope with any monsoon related disasters and damages.

ADC Tamik Talom asked various line departments associated with disaster management to take all preparedness measures to fight disaster situations like flood, landslide, disruption in road communication etc.

He said encouraging the immediate restoration of road near market area, which was washed away by rain water, through joint efforts of UD and Housing, PWD and TK Engineering.

Weather forecast from reliable source is being intimated to all HoDs from time to time to act accordingly, informed District Disaster Management Officer (DDMO) Nima Dorjee.

Though flood damage reports (FDR) were sent to the government no budgetary allocation is made so far, informed Deputy Director of UD & Housing Marconi Potom and Executive Engineer (PWD) Dukjum Lona. They insisted on forwarding FDR to the government basing on the recommendation of the district authority.

Itanagar water supply disrupted

ITANAGAR, June 9: The main water supply pipeline that provides water to Itanagar township has been damaged in several locations between Water Treatment Plant (WTP) at Gekar Putung and Itanagar due to incessant rains.

The DI pipeline (450mm) at Moin and (400mm and 200mm) near PHQ, two GI pipelines (150 and 100mm) at Lappu, (150mm) at Dariya and (100mm at Donyi Polo colony has also been damaged. The main line between intake point and WTP has been also badly affected. ‘It will take about one week to restore normal water supply in the township,’ informed Itanagar Sub-division AE, PHE & WS, Teli Dutto.

 

 

Two NSCN (K) cadres killed in Longding

ITANAGAR, June 9: Two NSCN (K) cadres have been killed in Longding district on June 8 when two IEDs accidently went off. Another cadre, was injured who reportedly fled to nearby Myanmar. A district police report informed that the IED was planted on the way to Wakka under Longding district targeted at the security forces.

The police later recovered the bodies of the cadres who are suspected to be Myanmarese nationals. A live IED which was found at the area was destroyed by the 1st Assam Rifle and civil police.

After postmortem examination conducted at CHC Wakka, unidentified dead bodies were handed over to village chief and ZPM Wakka for last rites, informed DySP JK Lego.

The resurgence of Nationalist Socialist Council of Nagaland (K) in North East has brought in a wave of violent attacks in Arunachal, Nagaland and Manipur. Since walking out of ceasefire agreement after fourteen years in March this year, the Khaplang faction of the NSCN led by the Myanmarese Naga rebel leader S S Khaplang has carried out deadly attacks against the Indian Army.

The most recent one being a week ago in Manipur’s Chandel district where 18 soldiers were killed in one of the worst attacks on the Indian Army.  

Considered very close to the Indian Army at one point, the sudden change in attitude has certainly triggered much discomfort within the Army establishment.  

What is worrying is that along with the NSCN-K, Paresh Barua led ULFA and National Democratic Front of Bodoland (Songbijit) are reported to have come together along with six other organisations from the region to form United Liberation Front of Western South East Asia few years ago for a separate country consisting of North East Region and Naga dominated areas in Myanmar. This certainly is worrying news for the government.

 Security experts believe that after the NSCN-Khaplang signed a ceasefire with Myanmar in 2012, it has heavily consolidated its position using the time to restructure the group.

The NSCN (K), an offshoot of NSCN after it was divided in 1988, for a long time has been active in the state with many of its recruits being local Arunachalees from Tirap, Changlang and Longding.  The three districts have witnessed ugly turf war between the Khaplang led group and NSCN (Isak-Muivah) which has often resulted in bloodshed. And now with the Indian Army out on a full offensive against its one time friend, there will be more news of death and destruction. One can only hope that the common citizens will be spared the pain and agony. But it is unlikely that common people will escape the battle as the Indian Army will do anything under its power to subvert the attacks by the rebels, even if it means infringing on rights of the innocent civilians.   

Perhaps the answer lies beyond the border. Myanmar will have to be a major player and made a partner if Indian Army has to succeed. One must not forget that the Naga freedom movement is nearing its 70th year and enjoys a good support base even though many accuse those heading the movement as extortionists.

 

 

CS reviews disaster preparedness

ITANAGAR, June 9: The state government has earmarked Rs. 2 crore for urgent repair and maintenance of Highway roads with another Rs.1crore for urgent repair works for Power and Water Supply.

Commissioner PWD & Finance, Gonesh Koyu informed this at a diaster preparedness meeting chaired by Chief Secretary Ramesh Negi.

The Chief Secretary reviewed the ongoing disaster preparedness and steps taken in view of the incessant rains causing landslides and extensive damages to roads.

The CS while taking updates on the overall scenario on  landslides and erosion instructed the District Administration and State Disaster Response Force (SDRF) manned by the Department of Disaster Management to mobilise all the available resources to tackle the situations.

The meeting also dwelt on the issue of hill cutting, which is one of the major causes of landslides and erosions in the Capital Complex and the state. DIPR

 

 

DC appeals GBs to be eyes and ears of Govt

SEPPA, June 9: East Kameng Deputy Commissioner Sandeep Kumar Singh has requested the village authorities (Gaon Buras) to become eyes and ears of the government and report any kind of wrongdoings in developmental works and malpractices in official works. He further urged them to take up the responsibilities of not only the judiciary part alone but of other developmental aspects diligently. The DC was  addressing  the  Gaon Burahs at the workshop on “Standard Operating Procedure for Traditional Dispute Redressal System (Yallung) in East Kameng district” which was organised by the district administration here yesterday.  

Admitting that at present health centres are not available in every village, the DC further advised the Gaon Buras to become a guide and report any shortfall and absenteeism of ASHAs directly to him. He suggested that health camps could be organised in villages where there is no health centres to meet the medical needs. While requesting the village authorities to promote cleanliness and hygiene, the DC also called upon the villagers to provide better education to their children to become good citizen and self employed.

Earlier, resource persons Takam Nicholas, CO and Chagam Dolo, BDO highlighted the justice delivery system in the state, Assam Frontier (Administration of Justice) Regulation of 1945, three-tier system of justice delivery, roles of Gaon Buras and Political Interpreters (PI), standard operating procedure of traditional dispute redressal system, area of jurisdiction and power and authority and function of village authorities, and proper codification of penalties/restitution for different offences in conformity with the standards of natural justice.  

Implementation part is the most important than the formulation of the rules, Dolo said adding that the role of PIs is only in assisting and for that, the role of GBs is to execute judicially.

Speaking on the occasion, Tania Veo, VP, All Arunachal Pradesh Gaon Buras’ Welfare Association and President, All East Kameng Gaon Buras’ Association lauded the district administration for bringing up this issue of decentralization of justice delivery system, which was the long felt demand of the village authorities and for systemic notification of SOPs of the traditional dispute redressal system. He has assured the administration to coordinate and implement the notification accordingly. He, however, made an appeal to the DC to provide pension or other social security assistance to aged people including aged Gaon Buras.

The workshop was organised against the backdrop of clogging of litigations at the DC’s office due to under-utilization of services of the village authorities (Gaon Buras) and to streamline the justice delivery system in East Kameng district. Restore special category status to NE states: Congress

ITANAGAR, June 9: Chief Ministers of Congress-ruled states in its meeting held at New Delhi today demanded the restoration of special category status to North Eastern states.

Reiterating its opposition to the “hasty and ill-considered abolition of the Planning Commission” and to the manner in which the distinction between special category and non-special category states has been done away, the  Congress said the move of the Central Govt has adversely affected the eight Northeastern and some other states of the country.

Demanding the Central Govt  to continue with the North-East Industrial and Investment Promotion Policy 2007 that was unilaterally scrapped in December 2014, the Congress CM’s conclave which was chaired by Congress president Sonia Gandhi also adopted resolutions demanding the Central Govt to work with the state governments in the North-east on matters of internal security, foreign policy and on tackling problems arising out of porous international borders.

The Congress also rejected the proposed amendments to the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

While opposing the Centre's moves to dilute RTI, MGNREGA, the Forest Rights Act, 2006, Labour laws and laws related to the protection of environment and forests, the meeting resolved to pass state-level legislation to give statutory status to the Scheduled Caste Sub-Plan and the Tribal Sub-Plan (TSP) and demanded that the Centre do the same along the lines proposed by the UPA government and for which draft legislation was prepared.

Arunachal Pradesh Chief Minister Nabam Tuki was also present in the meeting.

 

 

BJP urges Centre for initiating confidence building measures

ITANAGAR, June 9: State Bharaitiya Janata Party (BJP) has appealed to the Union Ministry of Home Affairs for initiating confidence building measures among people of Assam and Arunachal Pradesh involving state governments of both the neighbouring states.

It is of paramount importance in the light of repeated attack on innocent people of Arunachal Pradesh by people of Assam to hammer out a sustainable mechanism by the government of both the states to find a lasting solution to the recurring problem to restore peace and harmony among people of both the sisterly states, said BJP in its memorandum to the Union Minister of State for Home Affairs.

Arunachalees have always been the soft targets and victims of such incidents, the BJP said while citing the recent Behali incident where three persons were attempted to set on fire along with their car by some irate mob.

The party also doubted the role and integrity of some regional electronic media and criticised them for giving coverage of such incidents in distorted form misleading people and fueling anti-Arunachalee hatred.

It requires proper and impartial investigation to unzip the root cause of such problems in order to restore the degrading relationships, faith and trust among the people of the two states, especially young generation, the memorandum said.

“Though we are separated geographically, we the people of both Assam and Arunachal Pradesh have a time tested cultural and emotional bonds besides matrimonial relationships. It should not let be eroded these bonds at any cost. 5783 patients avail benefit of APCMUHIS

ITANAGAR, June 9: A total of 5783 patients have so far availed the benefits and 2,25,128 families have been enrolled under Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS)  since its inception in the state, according to an official release.

At present there are about 64 empanelled Hospitals across the country besides state Govt. Hospitals. Both the New India Assurance Company, which is the insurance provider, and the Dedicated Health Care Services which is the third party administrator are responsible for the process of enrollment and settlement of claims.

The implementation of the scheme is being reviewed time to time by the State Government on the basis of feedback from DMO's.

While reacting to the reports of technical fault with the APCMUHIS cards and that they are being rejected as cards have expired in some places, the authorities clarified that the card activation has been done from 16th September 2014 and it will be effective continuously till further notification. Further, since the scheme is meant to be implemented in cashless manner hence beneficiaries need not pay up to the insured sum of Rs.2 lakhs to the empanelled hospital. Finally, the card user must see the billing by the hospital to avoid instances of wrong billing, or high billing and any other nature of moral hazard to ensure optimum utilisation of the scheme for the people of the state, the release said.

Timely premium payment have been made to the insurer and there is no delay in payments, the  release further said  adding for future payment necessary funds have been deposited in bank escrow account in order to ensure there is no delay or uncertainty in payment.

Let the home ministry come out clean: ACR

ITANAGAR, June 9: Expressing deep concern over the recent and consecutive insurgent attacks on army and para-military forces and the counter insurgency operations in Manipur and Arunachal Pradesh where innocent civilians and villagers bear the brunt from both sides and suffer for no fault of theirs, Arunachal Citizens Rights (ACR) today demanded the Central Government, particularly the Ministry of Home Affairs to withdraw AFSPA and let the citizens of North East to live in peace and harmony.

“Our brothers and sisters in Arunachal Pradesh, Manipur or anywhere in the region cannot be led to suffer for the alleged failure of the counter insurgency operations,” the ACR said adding that AFSPA cannot be continued to cover the failure of the counter insurgency operations and trample over the rights of the innocent civilians.

ACR stands by the innocent civilians and the jawans and their families who are used as cannon fodders in this dirty game of insurgency and counter insurgency, the release further said.

The rising conflict between insurgents and the army is also raising eyebrows because of the timing when the debate on the AFSPA and the demand for its withdrawal from the North east is razing through the region with the Tripura Govt taking a bold step to withdraw AFSPA, the  ACR observed.

Claiming that “rumours are flying around with media reports on conspiracy to destabilize North east indicating a nexus between the army, officials of the Home Ministry and a certain insurgent group to counter another insurgent group and to derail on-going peace talks,” the ACR  also appealed to the Central Govt and the Ministry of Home Affairs to come out clean on this issue and respond transparently to the media reports.

Innocent citizens should not be harassed

The Indian army has launched major operation against insurgent group in Manipur following the June 4 incident in which 18 army personnel were killed by suspected NSCN (K) militants. As per the official source, today Army jawan engaged two separate groups of insurgents along the Indo-Myanmar border and significant casualties have been inflicted on them. Report also added that joint operation by Indian and Myanmarese army has been launched against the ultras along the international boundary.

However, the civil society groups of Manipur have expressed fear that innocent citizens might become victim of anti-militant drive. The United NGOs Mission–Manipur (UNMM) on Sunday requested the Indian Army to allow media in the area where operation is being undertaken against militants. They alleged that local media is not allowed in the area. The NGOs expressed fear that security forces may commit crime, torture, sexual assaults on women during operation. In the past also citizens of insurgency affected states like Manipur, Assam and Nagaland were caught between army and ultras. They get punished from both the sides. Government of India and army authorities should be sensitive towards the concern raised by united NGOs of Manipur. In the name of counter insurgency-operation against militants they should not allow army jawans to harass innocent citizens. Such step will back fire and will only further alienate the peace loving citizens.

Our reality

Dear Editor,

Through the column of your esteemed daily, I would like to highlight upon some of the practical realities of Changlang district. The People of Changlang are known for their sincerity, cold and mild nature and hard work. The ongoing crisis of law and order, insurgencies and violence problems within the district are not the creation of the innocent common people of the district. Ever since the Changlang district has been declared disturbed area and put under the umbrella of AFSPA, 1956 Changlang district has witnessed many unturned incidents of violence and crime.  

The irony is that the district administration in the name of AFSPA is misusing their powers and unnecessarily torturing the common people lives. Whereas, the Changlang district is surrounded by many such problems like unemployment, lack of education qualities with no sufficient teaching staff and proper infrastructures, water scarcity, road and Tele-communication networks.

Every year the school dropouts in Changlang district are increasing due to non availability of hostel facilities. Also, due to the non-availability of land within the town many students coming from far villages with no places to stay had to discontinue their studies. The district administration has remained deaf over all such issues.

The unemployed youths of the district remain frustrated having no choices to earn their livelihood. The district administration has never addressed the human development of the local people. It should be the moral and constitutional duty of the district administration to guide and restraint the frustrated youth by placing a policy of self help provision. Many local level contract works has been awarded to the outsiders whereas our local contractors and local citizens remain without any work.  I request the public leaders and district administration   of Changlang to understand the problems of the common people and address their problems.

Few questions

Dear Editor,

Through your esteemed daily, I would like to ask few questions to the CoSAAP, AR Department and Finance Department relating to pay up-gradation of various posts. I have lots of respect for the Confederation of Service Association of Arunachal Pradesh (CoSAAP) and will always recognize it as an apex association of the employees of Arunachal Pradesh. Every time, the CoSAAP reiterates that its demands to the Government are within the purview of the Central Pay Commission’s recommendation, so why did the CoSAAP fought for LDC and UDC in hiking their pay scale beyond the recommendation of Central Pay Commission? The CoSAAP is also taking up the matter of pay up gradation of ANM against the recommendation of 6th CPC without analyzing its effect on other cadres.

On the other hands, the Administrative Reforms Department (ARD) greets us with ‘Sorry! Cannot help outside the rule’ written on its door. Is recommending the up gradation of pay scale LDC and UDC against the CPC’s recommendation in the rule of ARD? Interestingly, the ARD gave comment for pay up gradation of LDC/SK at the time when the ‘Austerity Measure” was on operation. It rejected the proposals of other employees on the name of CPC Rule and Austerity Measure.

The Finance Department (FD) always cries of financial shortage but why does it not stop unlawful up gradation of pay scales?

The CoSAAP, ARD and FD must strictly follow the CPC’s rule.

If they set such example of anti-CPC Rule, they will invite more trouble in future. The pay scales of posts mentioned in the Pay Commission should not be altered/changed.

The posts whose scale of pay is mentioned in the Pay Commission means that enough care has been taken by the Commission for those posts. However, the pay scale of posts not mentioned in the CPC may be reviewed and can be enhanced if necessary because of the fact that these/this posts might have been remained unattended in the last Pay Commission.

Monsoon woes

Dear Editor,

I wish to seek the courtesy of your esteemed daily to draw the kind attention of concerned Department and Govt. towards the pitiable condition of roads and cleanliness in the Capital Complex. With the onset of Monsoon, the lives of capital dwellers are getting tougher due to the dilapidated road condition.

Potholes with yawning gaps and bumpy rides awaits you as you step out of your house and hit the roads of capital complex. Drainage on the sides of the roads is filled up with garbage and emits foul smell and also becoming the sweet breeding place for mosquitoes and stray animals.

Prime Minister Narendra Modi’s pet project “ Swatchch Bharat Abhiyan” came like a tsunami and is melting away like a snow. There is no smooth run for transport. The vehicles have to halt after every 5-6 minutes to adjust the road breaks and potholes. The roads are not even well lit with street lights which increases the chance of criminal activities. The bad condition of road creates lots of traffic confusion during the peak office hours and cause frequent road accident.

The roads are in such a dismal condition because the department concerned puts a few low quality of sand gravels into road potholes and pours a little amount of low quality bitumen to level them which cannot last even for few months. The absence of proper drainage is also responsible for the washing away of roads by the rain water.

The Govt. and Department concerned is turning a blind eye towards this problem. I suggest the Govt. to look into this matter before the anger of public explodes. Also, the general public should refrain from throwing garbage to the roadside drain.
